House Ag & Natural Resources

There are 40 Legislative Days scheduled for the 2003 session. Standing Legislative Committees meet in regularly scheduled sessions during the morning hours of each Legislative Day. Some committees will hold special evening meetings. The House Agriculture and Natural Resource Committee is scheduled to meet Tuesday and Thursday at 7:45am in room 468 of the Capitol.

1/21/03 - complete meeting  
HB 1013  - authorize the Department of Agriculture to enter into agreements with fire suppression organizations.
HB 1020  - permit certain mobility-impaired hunters and disabled hunters to hunt from a stationary motor vehicle
HB 1021 - increase application fee  for bighorn sheep, mountain goat, and elk licenses.

1/28/03 - complete meeting  
HB 1070- Department of Game, Fish and Parks to receive the approval of the Legislature before acquiring certain land.
SB 28-  early fall Canada goose temporary nonresident licenses and fall three-day temporary nonresident waterfowl licenses from reverting on June 30, 2003.

1/30/03 - complete meeting  
HB 1070 - require the Department of Game, Fish and Parks to receive the approval of the Legislature before acquiring certain land.
SB 27 - classify mountain lions as big game and to allow the use of dogs in hunting mountain lions.
SB 23 - grant counties greater authority to prohibit the use of fireworks during periods of extreme fire danger.
Legislative Day 15
2/4/03 - complete meeting  
HB 1108- authorize landowners and operators to hunt big game from certain public highways.
HB 1122- provide for the issuance of certain hunting licenses to persons on active duty in the armed forces.
HB 1158 - provide that certain persons be given a preference for certain big game licenses.
Legislative Day 17
2/6/03 - complete meeting  
HB 1122- provide for the issuance of certain hunting licenses to persons on active duty in the armed forces.
HB 1193- increase the penalty for certain trespass violations related to hunting, fishing, and trapping.
HB 1209 - revise certain restrictions on the use of artificial lights to hunt wild animals.
HB 1215 - revise certain provisions regarding the records kept by taxidermists and the inspection of taxidermists.
Legislative Day 20
2/11/03 - complete meeting  
HB 1142- increase the penalty for transacting business as a livestock dealer, packer, or packer buyer without a license.
HB 1170- revise certain administrative rules related to reports by pesticide applicators.
HB 1214- revise certain ethanol production incentive payment procedures.
HB 1238-restrict certain developmental or technical fees associated with the sale of agricultural seed, chemical, and fertilizer products.
Legislative Day 24
2/18/03 - complete meeting  
SB 127- provide that the beneficial interest in any wind easement shall follow the surface estate.
SB 145- revise certain Central Plains Water Development District boundaries.
SB 199- revise the powers and composition of the South Dakota State Fair Commission within the Department of Agriculture.
Legislative Day 30
2/25/03 - complete meeting  
HCR 1010- Proclaiming South Dakota as the Family Farm and Ranch State.
HCR 1014- Urging the Game, Fish and Parks Commission to consider programs to allow landowners to purchase and resell certain big game hunting licenses
