There are 40 Legislative Days scheduled for the 2003 session. Standing Legislative Committees meet in regularly scheduled sessions during the morning hours of each Legislative Day. Some committees will hold special evening meetings. The House Education Committee is scheduled to meet Tuesday, Thursday and Friday at 10am in room 412 of the Capitol.

Legislative Day 3 1/16/03 - complete meeting Legislative Day 5 1/21/03 - complete meeting HB 1040  - define the consolidation of school districts. HB 1041  - revise certain provisions regarding the time spent in  teacher-parent conferences and in-service training. Legislative Day 7 1/21/03 - complete meeting HB 1042 - revise certain provisions pertaining to open enrollment. Legislative Day 10 1/28/03 - complete meeting             HB 1068 - permit home school students to participate in high school interscholastic activities. Legislative Day 12 1/30/03 - complete meeting  HB 1084 - restrict the use of minor adjustments to school district boundaries. HB 1083 - revise certain provisions related to school district boundary changes. HB 1078 - increase the amount of money that school boards can keep in petty cash accounts. HB 1077  -repeal the limit on credit hours for students. Legislative Day 13 1/31/03 - complete meeting  HB 1127- require collection of transportation data. HB 1148 - revise certain provisions relating to special education funding. HB 1129 - create county superintendents of schools. Legislative Day 15 2/4/03 - complete meeting  HB 1129 - create county superintendents of schools. HB 1144 - broaden the application of drug free zones to include additional offenses and to provide for penalty enhancements. HB 1205 - reorganize the state's school districts. HB 1103 - provide for a refund of tuition for certain teachers. Legislative Day 17 2/6/03 - complete meeting  HB 1219 - provide certain awards to teachers who teach classes using remote video technology and to make an appropriation therefor. HB 1207 - establish a teacher career fund to reward certain teachers and to dedicate certain revenue from taxes on advertising services therefor. HB 1177 - require a school board to notify the parent or guardian of each student being taught by certain teachers. Legislative Day 18 2/7/03 - complete meeting  HB 1239 - allow school districts to offer elementary grade levels only. HB 1185- allow creation of superimposed school districts. HB 1130- allow school districts to operate less than a thirteen-year school program. Legislative Day 20 2/11/03 - complete meeting  HB 1103- provide for a refund of tuition for certain teachers. HB 1267- revise the distribution of certain revenues outside the state aid to education formula. HB 1186- revise the calculation of state aid to education with regard to treatment of certain revenues. HB 1001- provide for the deposit of all bank franchise tax proceeds in the general fund. Legislative Day 22 2/13/03 - complete meeting HB 1177- require a school board to notify the parent or guardian of each student being taught by certain teachers. HB 1178- require highly qualified teachers and to limit the use of unqualified substitute teachers. HB 1145- establish a Native American student cultural exchange program. Legislative Day 23 2/14/03 - complete meeting HB 1246- An act to allow school districts to levy a tax to supplant general fund support of extracurricular activities. HB 1251 - allow school districts to pay property insurance premiums and charges for utilities from their capital outlay funds. HB 1220 - allow school districts to pay property insurance out of capital outlay funds. HB 1268- revise the calculation of state aid to education. HB 1262 - revise the calculation of state aid to education. Legislative Day 24 2/18/03 - complete morning meeting HB 1262- revise the calculation of state aid to education. HB 1268 - revise the calculation of state aid to education. 2/18/03 - complete evening meeting Testimony continued on HB1262 and HB1268, both measures were defeated at the conclusion of the evening meeting. Legislative Day 26 2/20/03 - complete morning meeting HB 1265- revise certain rules with regard to school social workers. HB 1191- reward certain eligible teachers for performance. HB 1205- reorganize the state's school districts. Legislative Day 27 2/21/03 - complete morning meeting HB 1125- rrevise the calculation of state aid to education HB 1205- reorganize the state's school districts Legislative Day 30 2/25/03 - complete morning meeting SB 39- revise the assessments required in certain schools, the grades to be assessed, and to declare an emergency. SB 40- establish a statewide accountability system for public schools. Legislative Day 32 2/27/03 - complete morning meeting SB 38- require participation in the national assessment of educational progress. SB 164- revise certain school district reserve fund restrictions related to the calculation of state aid to education. SB 71- provide for the alternative certification of school administrators. SB 157- clarify and revise certain provisions concerning criminal background investigations of school district employees and student teachers. Legislative Day 35 3/4/03 - complete morning meeting SB 170- increase the per student allocation in the state aid to education formula.
