There are 40 Legislative Days scheduled for the 2003 session. Standing Legislative Committees meet in regularly scheduled sessions during the morning hours of each Legislative Day. Some committees will hold special evening meetings. The House State Affairs Committee is scheduled to meet Monday, Wednesday and Friday at 10am in room 412 of the Capitol.

HB 1098 -provide for the accrual and accumulation of vacation and sick leave by state employees on a semimonthly basis. HB 1107 - prohibit railcars from being parked on the state-owned rail system for extended periods of time. Legislative Day 14 2/3/03 - Complete meeting HB 1096 - establish the South Dakota Volunteer Reserve. HB 1112- establish the South Dakota Small Business and Privatization Council. HB 1099 - revise the time and process by which investment income is transferred to the general fund. HB 1115  - allow primary election voters to vote for candidates of another party. HB 1116 - regulate certain forms of political activity related to state employees. Legislative Day 16 2/5/03 - Complete meeting HB 1109- require photographs on concealed pistol permits and to increase certain related fees. HB 1121 - clarify certain restrictions concerning sex discrimination in certain employment matters. HB 1159 - make leaving employment due to domestic abuse good cause for voluntarily leaving employment for unemployment benefit purposes. HB 1206 - repeal provisions regarding ethanol subsidies and to appropriate that revenue to schools. HB 1212 - revise the authority of the Governor in time of disaster, terrorist attack, or emergency. Legislative Day 18 2/7/03 - Complete meeting HJR 1005- Proposing and submitting to the electors at the next general election amendments to Article XIV of the Constitution of the State of South Dakota to create a South Dakota university system under the control of the Board of Regents. HB 1266- allow public contracts and bids to be awarded to any responsible bidder.  HJR 1002 - Proposing and submitting to the electors at the next general election a new section to Article XI of the Constitution of the State of South Dakota, relating to the imposition of a corporate income tax. HJR 1003- Proposing and submitting to the electors at the next general election an amendment to Article V, section 7 of the Constitution of the State of South Dakota, providing for the merit selection of circuit court judges. HB 1135- establish the jump start South Dakota subfund and to provide for its funding and disbursement. HB 1229 - authorize a South Dakota Statuary Commission. Legislative Day 19 2/10/03 - Complete meeting HB 1259 - provide for the creation of a no solicitation calls list for persons wishing not to receive unsolicited telephone calls, to create a telephone solicitation account, and to establish certain fees and civil penalties. HB 1179- repeal certain provisions prohibiting disclosures by a state agency of information concerning a private entity. HB 1005- repeal certain provisions, commonly known as the gag law, prohibiting certain disclosures by a state agency of information concerning a private entity. HB 1004 - repeal the prohibition of certain disclosures by a state agency of information concerning a private entity and to refer the Act to the electors of this state at the next general election. SB 18 -revise the definition of a state agency regarding certain disclosures by a state agency of information concerning a private entity. HB 1282 - repeal certain provisions sealing the official records relating to a pardon. Legislative Day 21 2/12/03 - Complete meeting HB 1282 -repeal certain provisions sealing the official records relating to a pardon. HB 1132 - increase funding for education, to reduce state government reliance on lottery proceeds, and to revise the distribution of lottery proceeds. HB 1151 -provide for a portion of video lottery revenues to be placed in a trust fund. HB 1152- eliminate the confidentiality provisions concerning certain video lottery information and require certain reports. HB 1278 -authorize the state to join an interstate compact for the prevention and control of forest fires. Legislative Day 23 2/14/03 - Complete meeting HB 1255- prohibit advertising of the lottery. HB 1079- revise certain eligibility restrictions related to secondary school extracurricular activities. HB 1273 - require an employee's written authorization before money may be withheld from the employee's paycheck for a political purpose. HB 1176- require voters to provide identification before voting or obtaining an absentee ballot. HB 1243- prohibit certain payments and receipt of payments for registering voters and assisting absentee voters. HB 1244- establish the maximum number of poll watchers permitted at primary or general elections. HB 1281- authorize the creation of agricultural development districts to enhance local control and agricultural development.
