There are 40 Legislative Days scheduled for the 2003 session. Standing Legislative Committees meet in regularly scheduled sessions during the morning hours of each Legislative Day. Some committees will hold special evening meetings. The Senate State Affairs Committee is scheduled to meet Monday, Wednesday and Friday at 7:45am in room 412 of the Capitol.

Legislative Day 12 1/30/03 - Governor Rounds reorganization plan Legislative Day 13 1/31/03 - Complete meeting SB 76 - bring the state into compliance with the Streamline Sales Tax Agreement. SB 63  - repeal the sales tax exemption for certain interstate telecommunication services. SB 77 - provide for certain increases in the state minimum wage. SB 92- restrict certain paid political advertising on radio and television. Legislative Day 14 2/3/03 - Complete meeting SB 84 - permit the use of home detention programs for certain nonviolent offenders. SB 144- revise the rules promulgation process. SB 153  - modify the requirements for reporting official board of county commissioner proceedings. SB 166 - prevent any harmonic or inductive interference by wind power production facilities with telecommunications SB 181 - repeal obsolete provisions regarding time references to central and mountain standard time. SCR 3 -  place all of Jones, Mellette, and Todd Counties within the central standard time zone. Legislative Day 16 2/5/03 - Complete meeting SB 82 - establish a comprehensive health association to provide insurance coverage to eligible persons. SB 129 - increase certain fees charged by the Office of the Secretary of State. SB 189 - revise the distribution of net municipal proceeds from Deadwood gaming. SB 191 - restrict certain political contributions from persons in the video lottery industry and to provide a penalty for violation thereof. Legislative Day 18 2/7/03 - Complete meeting SB 77- provide for increases in the state minimum wage. SB 161- impose an excise tax for renewable wind power production facilities and exempt such facilities from property taxes, sales and use taxes, and contractor's excise taxes. SB 179- revise and expand certain provisions relating to wind energy development. SB 175- revise certain provisions relating to submission of budget requests and budget reports to the Legislative Research Council and the Legislature. Legislative Day 19 2/10/03 - Complete meeting SB 61 - increase the tax on cigarettes and other tobacco products and to declare an emergency. SB 62 -increase the tax on alcoholic beverages and to declare an emergency. Legislative Day 21 2/12/03 - Complete meeting SB 179- revise and expand certain provisions relating to wind energy development. SB 180 - prohibit the maintenance and operation of certain boot camp programs and to develop a plan for the potential uses of the boot camp facilities. SB 166 - prevent any harmonic or inductive interference by wind power production facilities with existing telecommunications facilities. Legislative Day 23 2/14/03 - Complete meeting SB 194- require the use of certain oxygenated fuel and to revise the ethanol motor fuel tax. SB 203- require the use of certain ethanol fuel. SJR 1- Proposing and submitting to the electors at the next general election an amendment to Article III, section 6 of the Constitution of the State of South Dakota, relating to four-year legislative terms and legislative term limits. Legislative Day 25 2/19/03 - Complete meeting SB 185- revise certain provisions concerning the investment of the funds of the Health and Education Facilities Authority. SB 116- revise certain provisions regarding the tax on certain telecommunication services. SB 205- prohibit use of state dollars for certain deficits at South Dakota State University. SB 130- centrally assess certain wireless, cellular, and personal communications system telecommunications companies. HB 1075 - designate rodeo as official sport of South Dakota. SB 153  - modify the requirements for reporting official board of county commissioner proceedings. Legislative Day 33 2/28/03 - Complete meeting HB 1281- revise certain county zoning laws. HB 1179- repeal certain provisions prohibiting disclosures by a state agency of information concerning a private entity. HB 1282- revise certain provisions regarding the official records relating to a pardon. HB 1139- allow local units of government to regulate the sales, distribution, and use of tobacco products. Legislative Day 34 3/3/03 - Complete meeting HB 1069- revise certain provisions regarding the petroleum release compensation fund and the state highway fund and to declare an emergency. HB 1099- revise the time and process by which investment income is transferred to the general fund. HB 1147- increase the tax on cigarettes and other tobacco products and to declare an emergency.
