There are 35 Legislative Days scheduled for the 2004 session. Standing Legislative Committees meet in regularly scheduled sessions during the morning hours of each Legislative Day. Some committees will hold special evening meetings. The House Education Committee is scheduled to meet Tuesday and Thursday at 10am in room 412 of the Capitol and meets Friday (if needed) at 10am in room 464 of the Capitol.

HB 1003- allow two or more school districts to include an existing excess tax levy in their consolidation plan.

HB 1089-increase the financial incentive for three or more school districts to consolidate.

HB 1004- require the Department of Education to provide for computer access for certain rural attendance centers in South Dakota and to make an appropriation therefor.
HB 1106- repeal the requirement that school districts operate secondary schools and to place certain financial requirements on school districts that do not operate secondary schools.

HB 1114 -certain provisions related to school district boundary changes.
HB 1133 - allow special education students to open enroll without a placement meeting in most instances.
HB 1140 -apply certain teaching experience toward student teaching requirements.
Legislative Day 12

HB 1162-establish a four-day school week that school districts must follow in order to receive state aid to education.
HB 1198- revise certain provisions regarding teacher contract termination and nonrenewal.
HB 1245-allow school districts to purchase property insurance using capital outlay funds.
HB 1220- revise the criteria required for minor boundary changes of school districts

1/30/04 - complete meeting
HB 1133: allow special education students to open enroll without a placement meeting in most instances.
HB 1198: revise certain provisions regarding teacher contract termination and nonrenewal.
HB 1233: revise certain provisions related to installment contracts, lease-purchase agreements, and capital outlay certificates.
HB 1254: increase the general fund balance percentage for school districts in calculating state aid to education penalties.
Legislative Day 15
2/3/04 - complete meeting
HB 1230:require children to attend school until the age of eighteen or until graduation from high school.
HB 1240:require that public schools begin the regular school term after Labor Day.
HB 1221:require certain publishers to provide electronic versions of textbooks suitable for conversion into Braille
Legislative Day 17
2/5/04 - complete meeting
HB 1001: provide for a basic high school program and a recommended high school program and to require most students to complete the recommended one.
HB 1004: require the Department of Education to provide for computer access for certain rural attendance centers in South Dakota and to make an appropriation therefor.
HB 1002: require schools to offer a core curriculum in order to meet state accreditation standards
HB 1253: increase the minimum number of hours in a school term
HB 1252: revise the distribution of certain school district revenues.

HB 1140 - apply certain teaching experience toward student teaching requirements
HB 1181 - revise certain provisions related to the accreditation of nonpublic schools
HB 1163 - increase the length of time for which nationally certified teachers receive stipends
HB 1246 - create the Experimental Teacher Recruitment Grant Program and to make an appropriation therefore

HB 1254: increase the general fund balance percentage for school districts in calculating state aid to education penalties.
HB 1150: revise the index factor in the state aid to education formula.
HB 1224: establish a border school district enrollment options program.
HB 1080: authorize a property tax opt out to exist in school district reorganization plans
HB 1178: appropriate money to the Department of Education for distribution to school districts and to declare an emergency
HB 1307: revise the calculation of state aid to education. Legislative Day 23

SB 159 - allow a school board to set the amount of per diem that each member of that board may receive
SB 50 - revise certain provisions regarding the amount of time graduating seniors may be released prior to the end of school
SB 67 - require school districts to offer kindergarten and to require content standards for kindergarten

SB 173- to clarify the alternative certification requirements for school administrators

SB 75: authorize the payment of certain school district transportation expenses from the capital outlay fund.
