House Local Government

There are 35 Legislative Days scheduled for the 2004 session. Standing Legislative Committees meet in regularly scheduled sessions during the morning hours of each Legislative Day. Some committees will hold special evening meetings. The House Local Government Committee is scheduled to meet Tuesday and Thursday at 10am in room 464 of the Capitol.

HB 1007 -revise certain deadlines for special congressional elections and to declare an emergency.
HB 1008 -revise certain municipal and school election deadlines and procedures.
HB 1009 -establish an election equipment replacement fund.
HB 1010 -permit certain high school students to be excused from school if working as election officials.
HB 1065 -establish a grant program within the Department of Health for the purchase of equipment and materials for mosquito prevention and control efforts at the local level and to declare an emergency.

HB 1134 -revise the provisions for annexing property to municipalities.
HB 1124 - revise certain voting and participation requirements related to bond issues involving two or more political subdivisions.
HB 1127-revise the provisions concerning the bonding of township clerks and treasurers.
HB 1128-revise the requirements for purchasing or leasing equipment or tools for townships.
HB 1136 -repeal the mandated business hours for certain county offices.

HB 1193- permit townships to own and operate water supply systems.
HB 1168-revise certain provisions relating to the employment, term of office, and termination of county highway superintendents.
HB 1148-repeal the statutory authority relating to public dance halls.
HB 1149-repeal the statutory authority relating to district community centers.
HB 1183- provide the temporary replacement of any elected official incapacitated by illness or accident.
HB 1290- provide counties the alternative to establish the office of county election supervisor and to provide for their duties.

HB 1231:require that municipalities and counties establish criteria and conditions in the zoning ordinance before authorizing certain conditional uses
HB 1193:permit townships to own and operate water supply systems.
HB 1241:revise the qualifications for receiving a temporary on-sale license for certain annual events
HB 1280:require certain buildings and facilities to comply with the Americans with Disabilities Act and to establish certain penalties.
Legislative Day 17
2/5/04 - complete meeting
HB 1268: make an appropriation for feasibility studies regarding the construction of natural gas pipelines or other infrastructures to certain municipalities and other governmental entities in the state and to provide for loan guarantees for such construction.
HB 1183: provide the temporary replacement of any elected official incapacitated by illness or accident.
SB 177: revise certain provisions related to contacts between members of the governing body and municipal employees in municipalities using the city manager form of government.
SB 113: provide a procedure for combining the duties of certain townships officers.
SB 13: revise the residency requirements for voting purposes and to revise certain penalties for voting more than once at any election.
SB 14: revise certain absentee voting procedures.
SB 15: revise certain miscellaneous procedures at the polling place and to provide certain penalties.

SB 72: revise the provisions relating to certain municipal ordinance adoption.
SB 74: grant counties and townships the authority to defray the cost of abating a public nuisance and to increase the penalty for failing to abate certain public nuisances.
SB 132: grant counties the authority to discuss certain economic development information in executive session
SB 160: authorize a municipality to enter into leases for communications towers on water towers located on park land and for related ground facilities.
SB 134: update the references to the building codes. Legislative Day 23

SB 209 - authorize municipalities to provide housing for police officers
SB 104 - provide certain economic development incentives in specified areas
