House Transportation

There are 35 Legislative Days scheduled for the 2004 session. Standing Legislative Committees meet in regularly scheduled sessions during the morning hours of each Legislative Day. Some committees will hold special evening meetings. The House Transportation Committee is scheduled to meet Monday and Wednesday at 10am in room 464 of the Capitol.

HB 1044 -repeal  provisions regarding damage disclosure information on certain vehicles coming into the state.
HB 1045 -revise the time period during which a boat license may be renewed.
HB 1046 -revise certain provisions regarding the titling and registering of a vehicle by a dealer on behalf of a customer.
HB 1061 -revise the state trunk highway system in Brown County.
HB 1063 -repeal the requirement for resident pilot registration.
HB 1064 -remove the requirement for a resolution to acquire highway rights-of-way by purchase.

HB 1062 - revise the rule-making authority regarding the mowing of
ditches on the state trunk highway system
HB 1107 - revise the township inspection schedule for culverts on
secondary highways
HB 1110 - revise certain provisions regarding mopeds and motorcycles
HB 1112 - revise the definition of a temporary supplemental lot for the
purposes of regulating certain vehicle dealers

HB 1098-revise certain provisions relating to referendums in county road districts.
HB 1146- authorize the issuance of metal plates with a special designation to a licensed vehicle dealer to enable commercial use of a vehicle under certain conditions.
HB 1166- require damage disclosure statements for certain large boats.
HB 1117- revise the requirements for operating a motor vehicle with an instruction permit.
HB 1120- require evidence of financial responsibility at the time when certain motor vehicles are registered and to provide a penalty for the falsification of such evidence.
HB 1151- authorize a motorcycle to display a blue light as part of the vehicle's rear brake light.
HB 1164- adjust the period of time during which the use of motor vehicle lamps is required.

HB 1204:authorize counties to regulate the operation of certain off-road vehicles in highway ditches
HB 1121:increase the minimum amounts of financial responsibility that must be maintained on a licensed motor vehicle.
HB 1186:allow first responder decals to be placed on specialty license plates.
HB 1196:require certain auction agencies to disclose damage statements or damage notations listed on the title.
HB 1263:revise certain provisions regarding abandonment of motor vehicles.
HB 1295:repeal the prohibition on certain objects dangling between a motor vehicle driver and the vehicle's windshield. Legislative Day 16

HB 1156: restrict the authority of the Transportation Commission regarding the mowing of certain ditches on the state trunk highway system.
HB 1243: revise certain conditions that must be met before an extension of State Highway 53 in Tripp County is added to the state trunk highway system
HB 1210: revise certain provisions regarding the issuance of noncommercial motor vehicle license plates.
HB 1236: to provide a weight tolerance for ice or snow buildup on vehicles.
SB 26: provide a penalty for failure to pay a civil penalty if special fuel containing
dye is detected in a motor vehicle.
SB 31: clarify certain provisions that levy the fuel excise tax on biodiesel, biodiesel blends, and ethyl alcohol.
SB 32: authorize the staggered registration of commercial motor vehicles by administrative rule

HB 1248 - permit counties to construct, maintain, and improve certain public rights- of-way and to provide for special assessments for certain public rights-of-way if requested by the residents
HB 1249 - conduct a study on public railroad infrastructure in South Dakota and to appropriate money for a study
SB 40 - prohibit certain snowmobiles from being operated on a state snowmobile trail or area
SB 43 - authorize acquisition of utility corridors and to authorize the use of such property to be regulated by administrative rule
SB 44 - authorize agreements for utilization of highway rights-of-way by utilities and to provide for utility relocation
SB 17 - revise certain provisions relating to the licensing of
commercial drivers
SB 18 - update certain provisions pertaining to motor carrier safety and transportation of hazardous materials
Legislative Day 20
2/09/04 - complete meeting
SB 42: revise certain provisions regarding railroad tax credits and to provide a process for administrating the tax credits.
SB 83: revise the time period when a holder of a restricted minor's permit may operate a motor vehicle.
SB 115: prohibit the disruption of or interference with traffic signal preemption systems and to provide a penalty therefore.
