Senate Transportation

There are 35 Legislative Days scheduled for the 2004 session. Standing Legislative Committees meet in regularly scheduled sessions during the morning hours of each Legislative Day. Some committees will hold special evening meetings. The Senate Transportation Committee is scheduled to meet Tuesday and Thursday at 7:45am in room 413 of the Capitol.

SB 40 -prohibit certain snowmobiles from being operated on a state snowmobile trail or area.
SB 43-authorize acquisition of utility corridors and to authorize the use of such property to be regulated by administrative rule.
SB 44-authorize agreements for utilization of highway rights-of-way by utilities and to provide for utility relocation.

SB 26 - authorize the posting of a cash bond if special fuel containing dye is detected in a motor vehicle.
SB 24 - require a licensed dealer who is going out of business to notify the Department of Revenue and Regulation and submit to an exit audit and to provide a civil penalty for failure to do so
SB 32 - authorize the staggered registration of commercial motor vehicles by administrative rule

SB 18 -update certain provisions pertaining to motor carrier safety and transportation of hazardous materials.
SB 17- revise certain provisions relating to the licensing of commercial drivers.  
SB 42 -revise certain provisions regarding railroad tax credits and to provide a process for administrating the tax credits.
SB 83 -revise the time period when a holder of a restricted minor's permit may operate a motor veh
icle.

SB 136 - prohibit certain young drivers from using a cellular telephone while operating a motor vehicle

SB 133 - establish the Motor Fuel Fair Competition Act for retail dealers and to establish certain civil penalties
SB 191 - provide for the removal of certain noncommercial motor vehicle license plates from a motor vehicle if the ownership of the vehicle is transferred
HB 1061 - revise the state trunk highway system in Brown County
HB 1063 - repeal the requirement for resident pilot registration

SB 97: revise the length limitations for certain equipment loaded on motor vehicles.
HB 1062: revise the rule-making authority regarding the mowing of ditches on the state trunk highway system.
HB 1064: remove the requirement for a resolution to acquire highway rights-of-way by purchase.
HB 1151: authorize a motorcycle to display a blue light as part of the vehicle's rear brake light.
SB 191: provide for the removal of certain noncommercial motor vehicle license plates from a motor vehicle if the ownership of the vehicle is transferred.

HB 1110: revise certain provisions regarding mopeds and motorcycles.
HB 1044: revise certain provisions regarding damage disclosure information on certain vehicles coming into the state.
HB 1107: revise the township inspection schedule for culverts on secondary highways.
HB 1117: revise the requirements for operating a motor vehicle with an instruction permit.
HB 1238: revise certain requirements concerning the rate per mile that shall be paid when operating certain vehicles on state business.

HB 1243 - revise certain conditions that must be met before an extension of State Highway 53 in Tripp County is added to the state trunk highway system
HB 1196 - require certain auction agencies to disclose damage statements or damage notations listed on the title
HB 1186 - allow first responder decals to be placed on specialty license plates
HB 1295 - revise certain enforcement procedures regarding the prohibition on certain objects dangling between a motor vehicle driver and the vehicle's windshield
HB 1236 - to provide a weight tolerance for ice or snow buildup on vehicles

HB 1098- revise certain provisions relating to referendums in county road districts
HB 1146- authorize the issuance of metal plates with a special designation to a licensed vehicle dealer to enable commercial use of a vehicle under certain conditions
HB 1110- revise certain provisions regarding mopeds and motorcycles
HB 1248- permit counties, in the absence of an organized township, to maintain, and improve certain public rights-of-way
