Senate Ag & Natural Resources

There are 35 Legislative Days scheduled for the 2006 session. Standing Legislative Committees meet in regularly scheduled sessions during the morning hours of each Legislative Day. Some committees will hold special evening meetings. The Senate Agriculture and Natural Resource Committee is scheduled to meet Tuesday and Thursday at 10am in room 423 of the Capitol.

SB 20 - authorize the Board of Regents to construct a new dairy manufacturing plant at South Dakota State University and to make an appropriation therefor.
SB 21 - authorize the Board of Regents to construct a manure separator for the South Dakota Agricultural Experiment Station and to make an appropriation therefor.
SB 23 - authorize the Board of Regents to construct a livestock feed storage room as an addition to the livestock feed facility at the South Dakota Agricultural Experiment Station Southeast Research Farm and to make an appropriation therefor.

SB 4 - establish certain air quality standards for hydrogen sulfide and to provide for their application to livestock facilities.
SB 62 - revise certain reclamation surety requirements regarding uranium exploration and to authorize the Board of Minerals and Environment to adopt rules for the construction, operation, monitoring, and closure of uranium and other in situ leach mines.

SB 105 - require financial assurances for certain concentrated animal feeding operations for the remediation of potential environmental damage.
SB 106 - exempt certain small sand, gravel, and other extraction operations from license fees and surety requirements.
SB 124 - restrict certain penalties for pesticide applicators.

SB 72 - authorize veterinary livestock assistants to perform equine dentistry in certain circumstances.
SB 122 - exempt certain breeding stock animals, products, and facilities from certain corporate farming restrictions.
SB 161 - establish a renewable energy production incentive for wind power and to make an appropriation therefor.
SB 162 - revise certain provisions relating to the approval or disapproval of conditional use requests.
SB 72 - authorize veterinary livestock assistants to perform equine dentistry in certain circumstances.

SB 186 - classify the production of certain upland game birds as an agricultural pursuit.
HB 1005 - revise certain provisions related to cancelled livestock brands.
HB 1006 - revise certain provisions related to out-of-state cattle brands and to establish a penalty.
HB 1007 - revise certain provisions related to the composition of livestock brands and to declare an emergency.
HB 1006 - revise certain provisions related to out-of-state cattle brands and to establish a penalty.

HB 1028 - revise certain provisions regarding the transportation, possession, purchase, and sale of certain endangered and threatened species of wildlife and to provide a penalty for violation of those provisions.
SB 186 - classify the production of certain upland game birds as an agricultural pursuit.
HB 1029 - prohibit the use of crossbows for fishing unless an exception is granted in rules promulgated by the Game, Fish and Parks Commission.
HB 1030 - permit persons in the armed services and certain family members to acquire a turkey license under certain circumstances.
HB 1032 - clarify that hunting, fishing, and trapping privileges associated with a resident license continue after change of residency.
SB 116 - restrict certain enforcement actions by humane society personnel.

HB 1071 - amend the composition, supervision, and functioning of the State Seed Certification Board.
HB 1082 - provide for uniform jurisdiction in the regulation of certain seed, commercial fertilizer, commercial feed, animal remedies, and pesticide.
