Senate Education

There are 35 Legislative Days scheduled for the 2006 session. Standing Legislative Committees meet in regularly scheduled sessions during the morning hours of each Legislative Day. Some committees will hold special evening meetings. The Senate Education Committee is scheduled to meet Tuesday and Thursday at 7:45am in room 423 of the Capitol.

SB 70 - appropriate money to the Dakota Valley school district.

SB 83 - increase the length of time for which nationally certified teachers may receive stipends.
SB 88 - extend residency status to graduates of any in-state, accredited high school operated by the United States Bureau of Indian Affairs.
SB 117 - establish the opening day of the school term.

SB 103 - exempt from motor vehicle license fees certain motor vehicles used to transport children to and from certain head start programs.
SB 110 - require a court to determine whether a child is granted an excuse from school attendance under certain circumstances.
SB 178 - reorganize the state's school districts and to increase the number of members allowed on a school district board.

HB 1025 - revise state aid to special education.
SB 168 - appropriate money for enhancement of secondary career and technical education.
SB 136 - revise the calculation of state aid to general education and to appropriate money therefor.
SB 181 - create a school district consolidation commission and to declare an emergency.

SB 120 - increase general funding for school districts, to impose a temporary limit on the growth of state general fund spending, and to suspend the transfer of moneys from the general fund to the budget reserve fund and to the property tax reduction fund.
SB 169 - require the development of school safety plans and to require the conduct of lockdown drills in schools.
SB 170 - establish and appropriate money to the 21st Century Education Fund, to increase funding for education, and to revise the index factor in the state aid to education formula.
SB 134 - revise the distribution of state aid to education, to provide funding for sparse school districts, and to make an appropriation therefor.
20th Legislative Day

SB 198 - appropriate funds to increase funding to education and to assist sparse school districts and to require legislation as part of the final report of the study of school funding.
SB 199 - create a teacher compensation assistance program.
SB 134 - revise the distribution of state aid to education, to provide funding for sparse school districts, and to make an appropriation therefor.

SB 196 - require balanced instruction on human sexuality in public schools.
SB 170 - establish and appropriate money to the 21st Century Education Fund, to increase funding for education, and to revise the index factor in the state aid to education formula.
HB 1023 - repeal certain provisions regarding standards for school district radio equipment.
HB 1024 - repeal certain provisions providing for the appointment of the director of vocational education.
HB 1067 - classify certain persons as residents for purposes of higher education tuition.

HB 1217 - provide for the clarification of sexual abstinence instruction.
HB 1157 - extend opportunity scholarship eligibility to South Dakota students who attend college or technical school out-of-state and then return to South Dakota to attend school.
27th Legislative Day

HB 1217 - provide for the clarification of sexual abstinence instruction.
HB 1182 - allow school districts to expend from the capital outlay fund for some of their mileage reimbursement costs.
HB 1175 - require all children to attend kindergarten and to establish a minimum length of time for kindergarten programs.
HB 1176 - define enrolled pupils or students for purposes of state aid to education.
HB 1221 - create a statewide mathematics initiative and to make an appropriation therefor.
HB 1223 - require the Department of Education to include proposed legislation in the final report of the study of school funding, and to submit it to the Governor.
HB 1236 - create the South Dakota Virtual High School.
HB 1235 - increase the compulsory attendance age for school attendance.
HB 1234 - require all children to attend kindergarten and to establish a minimum length of time for kindergarten programs.
29th Legislative Day

HB 1060 - revise the property tax levies for the general fund of a school district.
HB 1079 - define an enrolled student.
HB 1194 - prohibit the distribution of contraceptives to public school students.
HB 1220 - temporarily allow contractual agreements between certain school districts and to declare an emergency.
