Senate state affairs  

There are 35 Legislative Days scheduled for the 2006 session. Standing Legislative Committees meet in regularly scheduled sessions during the morning hours of each Legislative Day. Some committees will hold special evening meetings. The Senate State Affairs Committee is scheduled to meet Monday, Wednesday and Friday at 7:45am in room 412 of the Capitol.

SENATE STATE AFFAIRS 6th Legislative Day 01/18/2006 Complete Meeting SB 71 - revise the voting requirements for certain actions taken by the board of adjustment. SB 151 - define the local government contribution for the construction of an armory. SB 152 - appropriate money for the design and construction of National Guard armories and to declare an emergency. SB 82 - provide for the appointment of a Native American law enforcement officer to the Law Enforcement Office Standards Commission. SB 113 - revise the composition of the Board of Pardons and Paroles. SB 125 - rename Lake Henry Dam. 13th Legislative Day 01/27/2006 Complete Meeting SB 78 - revise certain provisions relating to the submission of direct legislation to a vote of the people at a general election. SB 179 - direct the Bureau of Administration to provide all of the fourth floor of the State Capitol Building for use by the Legislature. HB 1003 - revise certain provisions concerning absentee voting. 14th Legislative Day 01/30/2006 Complete Meeting SB 101 - establish the Public Utilities Commission as a separate agency. SB 142 - direct the Office of the Attorney General to study open government issues in South Dakota. SB 145 - authorize funding for certain tribal colleges to defray certain costs associated with educating nonbeneficiary students at tribal colleges and to make an appropriation therefor. 16th Legislative Day 02/01/2006 Complete Meeting SB 135 - abolish the state fair. SB 84 - provide that the state fair be held at the option of the secretary of agriculture. SB 85 - revise certain provisions relating to state fair contracts. SJR 2 - Proposing and submitting to the electors at the next general election an amendment to Article VI of the Constitution of the State of South Dakota, relating to abortion. SB 167 - revise the conditions under which the state may enter into gaming compacts with Indian tribes. SB 188 - prohibit governmental entities from selling certain goods, commodities, and services to the general public. 21st Legislative Day 02/08/2006 Complete Meeting SB 157 - repeal certain provisions regarding the exercise of the right of eminent domain by a railroad and to provide for the use of railroad rights-of-way by utility companies. SB 172 - authorize certain nonresident members of the South Dakota National Guard to qualify for resident tuition rates. SB 197 - establish a governing board for the post secondary technical institutes. SJR 2 - Proposing and submitting to the electors at the next general election an amendment to Article VI of the Constitution of the State of South Dakota, relating to abortion. SB 191 - permit certain organizations to conduct card game tournaments. SB 188 - prohibit governmental entities from selling certain goods, commodities, and services to the general public. 23rd Legislative Day 02/10/2006 Complete Meeting HCR 1004 - Urging the voters of South Dakota to reject the Judicial Accountability Initiated Law (J.A.I.L.), which will be submitted to South Dakota voters in November 2006, designated Amendment E. 24th Legislative Day 02/13/2006 Complete Meeting HB 1080 - restrict the use of eminent domain under certain circumstances and to protect certain private property rights from acquisition by the use or threat of eminent domain. HB 1054 - revise certain provisions regarding an increase of the prizes that certain lotteries may award. HB 1091 - authorize the Public Utilities Commission to approve tariff mechanisms for the automatic annual adjustment of charges for jurisdictional costs of new or modified transmission facilities. HB 1127 - authorize the Gaming Commission to fund gambling addiction treatment programs. HB 1173 - limit the authority of the state agencies to promulgate rules restricting the application of permits to carry a concealed pistol. 26th Legislative Day 02/15/2006 Complete Meeting HB 1061 - provide for certain audits of associations of school boards. HB 1004 - establish certain record keeping requirements related to the selling of livestock that originated in the livestock inspection area and to establish a penalty. HB 1093 - establish certain criteria regarding the construction and sale of homes by a state agency or the South Dakota Housing Development Authority. 28th Legislative Day 02/17/2006 Complete Meeting HB 1247 - revise certain provisions relating to educational benefits for spouses of members of the South Dakota National Guard. HB 1016 - provide for the creation of a renewable electricity and recycled energy renewable energy credit system by the Public Utilities Commission. HB 1198 - define the applicable standard of care in regard to screening of risk factors for all abortions except in the case of a medical emergency. HB 1215 - establish certain legislative findings, to reinstate the prohibition against certain acts causing the termination of an unborn human life, to prescribe a penalty therefor, and to provide for the implementation of such provisions under certain circumstances. 30th Legislative Day 02/22/2006 Complete Meeting HB 1061 - provide for certain audits of associations of school boards. HB 1198 - define the applicable standard of care in regard to screening of risk factors for all abortions except in the case of a medical emergency. HB 1222 - require regental institutions to annually report to the Legislature regarding intellectual diversity. HB 1246 - authorize the state to join an interstate compact for the prevention and control of forest fires. HB 1238 - authorize the Board of Regents to purchase certain real property for the sole purpose of providing a site for the operation of instructional, research and service programs delivered through institutions established by the Legislature and governed by the Board of Regents, to make an appropriation therefor, to require the Board of Regents to submit a comprehensive plan and to make certain reports, and to declare an emergency.
