House State Affairs 

There are 35 Legislative Days scheduled for the 2008 session. Standing Legislative Committees meet in regularly scheduled sessions during the morning hours of each Legislative Day. Some committees will hold special evening meetings. The House State Affairs Committee is scheduled to meet Monday, Wednesday and Friday at 10am in room 412 of the Capitol.

01/12/2007 Complete Meeting
HB 1013 - revise certain provisions regarding the standards for fire-resistant state buildings.
HB 1003 - clarify, repeal, update, and make style and form changes to certain statutes related to military and veterans affairs.
HB 1014 - repeal certain provisions regarding the Bureau of Administration's evaluation of costs of projects in the facility construction plan, the submission of proposed capital improvements, the responsibility to request legislative appropriations for facility construction, and the funding of emergency capital improvement projects.

HB 1004 - revise the penalty for misuse of any aircraft or vehicle owned or leased by the state.
HB 1012 - revise certain provisions relating to the appropriation of money for the veterans' bonus program.
HB 1067 - revise certain reversion provisions regarding an appropriation to the South Dakota Energy Infrastructure Authority.
11th Legislative Day

HB 1084 - revise the property tax levies for the general fund of a school district.
SB 58 - revise certain provisions regarding the South Dakota Energy Infrastructure Authority.
HB 1100 - authorize the Legislative Research Council to remodel, renovate, and furnish certain facilities on the fourth floor of the State Capitol Building for use by the Legislature, and to make an appropriation therefor.
SB 22 - prohibit the filing of tariffs for certain telecommunications services and to impose certain requirements regarding the availability of telecommunications services information.

HB 1142 - increase the amounts of the annual awards given to recipients of the South Dakota opportunity scholarship.

HB 1191 - provide for increases in the state minimum wage.
HB 1201 - revise certain provisions concerning public meetings.
HB 1202 - provide for the notification of certain members of the armed forces concerning screening for exposure to depleted uranium.
HB 1206 - revise the membership composition of the Executive Board of the South Dakota Legislature.
18th Legislative Day
02/02/2007 Complete Meeting
HB 1160 - repeal the requirement for physician involvement in the execution of a sentence of death by eliminating certain specified roles.
HB 1175 - provide for the substances used in the execution of a sentence of death and to allow the choice of the substances used in an execution under certain circumstances.
HB 1195 - repeal the death penalty and commute certain death sentences to life imprisonment.
19th Legislative Day
02/05/2007 Complete Meeting
HB 1139 - create and provide for the education enhancement tobacco tax fund and the health care tobacco tax fund.
HB 1140 - require an annual adjustment to the general fund levies of a school district by reducing local effort by nine million dollars from funds deposited in the property tax reduction fund from the tax on cigarettes and other tobacco products.
HB 1209 - revise certain provisions relating to the confidentiality of the juvenile corrections monitor report.
HB 1237 - limit lobbying by executive and judicial agency representatives.
HB 1271 - create a drug court program in the Unified Judicial System and make an appropriation therefor.
HB 1272 - provide for an early presidential primary.
HB 1286 - require that records of archaeological sites be maintained and to provide that certain records remain confidential.
HB 1213 - establish legislative finding related to the composition of the Board of Pardons and Paroles.
HB 1229 - reduce the taxes on cigarettes and tobacco products and to revise the distribution of the revenue from cigarettes and tobacco products.

HB 1176 - allow for grants from the revolving economic development and initiative fund, to revise certain provisions concerning the making of grants and loans from the revolving economic development and initiative fund, and to repeal the capital investment entity program, the value-added tourism subfund and the entrepreneur support program.
HB 1048 - reform certain campaign finance requirements and to establish certain fines and penalties.
HB 1237 - limit lobbying by executive and judicial agency representatives.
HB 1312 - direct the Legislative Research Council and the state agencies to use certain approved terminologies when referring to persons with disabilities in the preparation of legislation and rules.
HB 1263 - revise certain provisions contained in Senate Bill 209, the General Appropriations Act, for the fiscal year ending June 30, 2007, as previously enacted by the Eighty-first Session of the South Dakota Legislature.

HB 1166 - establish the South Dakota Health Insurance Exchange.
HB 1169 - establish the Zaniya Project Task Force, to prescribe its mission and composition, and to declare an emergency.
HB 1170 - establish a health reinsurance pool to spread the expenses of high-cost individuals.
HB 1209 - revise certain provisions relating to the confidentiality of the juvenile corrections monitor report.
HB 1295 - enact the agreement among the states to elect the president by national popular vote.
24th Legislative Day
02/12/2007 Complete Meeting
HB 1293 - refer to a vote of the people a bill to regulate the performance of certain abortions, to reinstate the prohibition against certain acts causing the termination of the life of an unborn human being, and to prescribe a penalty therefor.
HB 1262 - revise certain provisions regarding property tax exemptions for certain power generation facilities.
HB 1247 - revise the calculation of state aid to general education and to establish direction for the uses thereof.

HB 1171 - enhance education in the state and to make an appropriation therefor.
SB 25 - revise certain requirements regarding the ability of the Public Utilities Commission to regulate the sale or other disposition of the property, plant, business, or stock of electric or gas public utilities.
SB 64 - revise certain provisions regarding the consideration of assets for the purpose of long term care eligibility.
SB 65 - revise certain provisions regarding the reimbursement for medical assistance made by certain insurers to the state.

SB 2 - establish certain procedures regarding the verification of initiative and referendum signatures.
SB 3 - revise certain provisions relating to the circulation and signing of initiative and referendum petitions and to provide a penalty for violation thereof.
SB 90 - revise the composition of the Commission on Uniform Legislation.
SB 1 - revise certain provisions regarding the review of initiated measures.

SB 169 - provide for the formation of a legislative ethics committee and to provide for the recommendation of legislative codes of ethics.
SB 118 - permit the Public Utilities Commission to approve tariff mechanisms for the automatic annual adjustment of charges for jurisdictional costs of new environmental measures.
SJR 2 - To propose a constitutional amendment to require certain meetings of the Legislature to be open to the public.
SJR 9 - To propose a constitutional amendment to provide for forty-day legislative sessions.
