Senate state affairs  

There are 35 Legislative Days scheduled for the 2008 session. Standing Legislative Committees meet in regularly scheduled sessions during the morning hours of each Legislative Day. Some committees will hold special evening meetings. The Senate State Affairs Committee is scheduled to meet Monday, Wednesday and Friday at 7:45am in room 412 of the Capitol.

SB 22 - prohibit the filing of tariffs for certain telecommunications services and to impose certain requirements regarding the availability of telecommunications services information.

SB 60 - authorize the purchase of certain improved real property in Pierre and to make an appropriation therefor.
HB 1013 - revise certain provisions regarding the standards for fire-resistant state buildings.
HB 1014 - repeal certain provisions regarding the Bureau of Administration's evaluation of costs of projects in the facility construction plan, the submission of proposed capital improvements, the responsibility to request legislative appropriations for facility construction, and the funding of emergency capital improvement projects.

HB 1004 - revise the penalty for misuse of any aircraft or vehicle owned or leased by the state.

SB 25 - revise certain requirements regarding the ability of the Public Utilities Commission to regulate the sale or other disposition of the property, plant, business, or stock of electric or gas public utilities.
SB 118 - permit the Public Utilities Commission to approve tariff mechanisms for the automatic annual adjustment of charges for jurisdictional costs of new environmental measures.
SB 169 - provide for the formation of a legislative ethics committee and to provide for the recommendation of legislative codes of ethics.
SB 122 - revise the provisions for maintaining recognition as a political party.
SB 137 - prohibit certain forms of compensation for persons circulating petitions.
SB 161 - repeal the death penalty and commute certain death sentences to life imprisonment.

SB 154 - establish the energy transmission infrastructure fund and to provide for its funding through a temporary increase in the sales and use tax.
SB 155 - establish a production incentive payment program for the development of certain wind energy facilities.

SJR 15 - Proposing and submitting to the electors at the next general election amendments to Article XI of the Constitution of the State of South Dakota, relating to the vote required to impose or increase taxes.
SJR 13 - Proposing and submitting to the electors at the next general election amendments to Article XIII of the Constitution of the State of South Dakota, relating to the use of certain trust funds associated with the sale of the State cement plant and to the authorization of the use of such funds for the construction and maintenance of energy transmission facilities.
SB 2 - establish certain procedures regarding the verification of initiative and referendum signatures.
SB 3 - revise certain provisions relating to the circulation and signing of initiative and referendum petitions and to provide a penalty for violation thereof.

HB 1293 - refer to a vote of the people a bill to regulate the performance of certain abortions, to reinstate the prohibition against certain acts causing the termination of the life of an unborn human being, and to prescribe a penalty therefor.

HB 1139 - create and provide for the education enhancement tobacco tax fund and the health care tobacco tax fund.
HB 1140 - require an annual adjustment to the general fund levies of a school district by reducing local effort by nine million dollars from funds deposited in the property tax reduction fund from the tax on cigarettes and other tobacco products.
HB 1262 - revise certain provisions regarding property tax exemptions for certain power generation facilities.
HB 1201 - revise certain provisions concerning public meetings.
SCR 7 - Urging that the United States withdraw from the Security and Prosperity Partnership of North America and any other bilateral or multilateral activity that seeks to create a North American Union.

HB 1176 - allow for grants from the revolving economic development and initiative fund, to revise certain provisions concerning the making of grants and loans from the revolving economic development and initiative fund, and to repeal the capital investment entity program, the value-added tourism subfund and the entrepreneur support program.
