House Appropriations
 

There are 35 Legislative Days scheduled for the 2008 session. Standing Legislative Committees meet in regularly scheduled sessions during the morning hours of each Legislative Day. Some committees will hold special evening meetings. The House/Senate Appropriations Committee is scheduled to meet Monday through Friday at 7:45am in room LCR1 and LCR2 of the Capitol.  Check the committee agenda

01/25/2008 Complete Meeting
HB 1067 - make an appropriation to defray operation costs of the 24/7 sobriety program and to declare an emergency.
HB 1068 - authorize the Office of the Attorney General to construct a storage facility in Rapid City, South Dakota, and to make an appropriation therefor.
HB 1080 - authorize the Board of Regents to construct a student athlete development center on the campus of South Dakota State University and to make an appropriation therefor.
HB 1081 - authorize the Board of Regents to replace storage facilities at the Cottonwood Agricultural Experiment Station and to make an appropriation therefor.
HB 1082 - revise the appropriation for a new dairy manufacturing plant at South Dakota State University.
HB 1083 - authorize the Board of Regents to construct a new public restroom facility at McCrory Gardens on the campus of South Dakota State University and to make an appropriation therefor.
HB 1144 - make an appropriation for costs related to the purchase of motorcycles for use in the motorcycle safety training courses, and to declare an emergency.
HB 1180 - appropriate money for the Northern Crops Institute.
HB 1179 - make an appropriation for the support of the state fair.
HB 1292 - allow transfer of administrative operations of the cement plant retirement plan to the South Dakota Retirement System.

01/31/2008 Complete Meeting
HB 1267 - appropriation for the lease, lease purchase, or financing of two airplanes for transportation at the University of South Dakota and South Dakota State University, and to declare an emergency.
HB 1178 - make an appropriation for the costs related to the intensive methamphetamine treatment program in the women's state correctional system.
HB 1274 - revise the General Appropriations Act for fiscal year 2008 regarding the South Dakota opportunity scholarships.
HB 1276 - make an appropriation to fund tax refunds for elderly persons and persons with a disability of property tax and sales tax and to revise the income eligibility requirements for property tax and sales tax refunds.
HB 1129 - establish the Commission on Equal Access to Our Courts and to make an appropriation therefor and to provide for the distribution of any residual funds from class action lawsuits to the commission or other nonprofit charitable organizations.
HB 1069 - make an appropriation to the coordinated natural resources conservation fund and to declare an emergency.
HB 1076 - exempt certain school districts from the requirement to reorganize due to low enrollment.
HB 1077 - make an appropriation for the payment of expenses associated with the state aid lawsuit and to declare an emergency.
HB 1102 - provide for a statewide visitation enforcement program and to provide for its funding by making an appropriation therefor.
HB 1047 - make an appropriation to assist sparse school districts.

HB 1221 - create the postsecondary technical institute auxiliary fund and to provide continuing funding to the postsecondary technical institutes for the costs of maintenance and repair.
HB 1222 - create the postsecondary technical institute auxiliary fund and to provide continuing funding from the future fund to the technical institutes for the start-up costs of new programs being created to meet workforce development needs.
HB 1223 - create the postsecondary technical institute auxiliary fund and to provide continuing funding from the future fund to the technical institutes for the cost of replacing old or outdated equipment to meet workforce development needs.
HB 1227 - appropriate money to postsecondary technical institutes for the maintenance and repair of buildings.
HB 1115 - continue to appropriate funds to provide cochlear implants to certain children.
HB 1219 - revise the General Appropriations Act for fiscal year 2008 regarding appropriations to the Department of Education for the payment of bonds at the technical institutes.
HB 1220 - make an appropriation to the postsecondary technical institutes for the maintenance and repair of buildings, and to declare an emergency.
HB 1226 - provide funds to the postsecondary technical institutes.
20th Legislative Day

HB 1178 - make an appropriation for the costs related to the intensive methamphetamine treatment program in the women's state correctional system.
HB 1179 - make an appropriation for the support of the state fair.
HB 1185 - establish dedicated funding sources and to deposit the revenue in the coordinated natural resources conservation fund.
HB 1217 - authorize the creation of a circuit court judgeship in the Seventh Judicial Circuit and to make an appropriation therefor.
HB 1267 - appropriation for the lease, lease purchase, or financing of two airplanes for transportation at the University of South Dakota and South Dakota State University, and to declare an emergency.
HB 1277 - make appropriations from the general fund, the water and environment fund, the environment and natural resources fee fund, the water pollution control revolving fund subfund, and the drinking water revolving fund subfund for various water and environmental purposes, to revise the state cost share for the Lewis and Clark Rural Water System, to revise the state water plan, and to declare an emergency.
HB 1248 - establish the South Dakota soil conservation award program and to make an appropriation therefor.

HB 1085 - authorize the South Dakota Building Authority to provide for the construction, reconstruction, renovation, and modernization of science facilities and laboratories at public universities and to make an appropriation therefor.
HB 1087 - revise the General Appropriations Act for fiscal year 2008 regarding appropriations to the Department of Executive Management, the Department of Revenue and Regulation, the Department of Game, Fish and Parks, the Department of Transportation, the Department of Education, the Board of Regents, the Department of Human Services, and the Department of Environment and Natural Resources.
HB 1076 - exempt certain school districts from the requirement to reorganize due to low enrollment.
HB 1084 - increase the previously enacted expenditure authority for certain approved construction projects and to declare an emergency.

HB 1103 - authorize the Board of Regents to designate pay periods for the board's payroll system.
HB 1220 - make an appropriation to the postsecondary technical institutes for the maintenance and repair of buildings, and to declare an emergency.
HB 1230 - appropriate money to promote the development of centers for secondary career and technical education.
HB 1102 - provide for a statewide visitation enforcement program and to provide for its funding by making an appropriation therefor.
HB 1217 - authorize the creation of a circuit court judgeship in the Seventh Judicial Circuit and to make an appropriation therefor.
HB 1251 - authorize the Board of Regents to acquire land for the Higher Education Center--West River.
HB 1202 - make an appropriation to fund an expansion of Teach for America.

SB 55 - authorize the Board of Regents to convey a tract of land in Pennington County to the United States Air Force and to declare an emergency.
SB 7 - make an appropriation for the renovation of the National Guard armory in Yankton and to declare an emergency.
SB 28 - make an appropriation to reimburse certain family physicians, midlevel practitioners, and dentists who have complied with the requirements of the physician tuition reimbursement program, the midlevel tuition reimbursement program, or the dental tuition reimbursement program.
SB 29 - make an appropriation to fund a dental externship program.
SB 49 - make an appropriation for costs related to suppression of wildfires in the state and to declare an emergency.
SB 47 - make an appropriation for costs related to disasters in the state and to declare an emergency.

SB 48 - make an appropriation for the payment of extraordinary litigation expenses and to declare an emergency.
SB 24 - make an appropriation to reimburse certain school districts for consolidation incentives.
SB 180 - make an appropriation to provide certain refunds of sales tax on food.
SB 109 - authorize the Fourth Circuit drug court program in the Unified Judicial System, to make an appropriation therefor, and to declare an emergency.

02/21/2008 Complete Meeting
SB 192 - authorize the Board of Regents to lease a site for delivery of public higher education in Pierre and to use money appropriated by the Legislature from the higher education facilities fund to make lease payments therefor.
SB 57 - authorize the Board of Regents to construct a roadway on the campus of the South Dakota School of Mines and Technology, to make an appropriation therefor, and to declare an emergency.
SB 58 - authorize the Board of Regents to demolish Seymour Hall at Northern State University.
30th Legislative Day
02/25/2008 Complete Meeting
SB 153 - authorize the Governor to enter the Midwestern Regional Higher Education Compact and the Western Regional Education Compact, and to provide for the appointment of resident members to both commissions.
SB 172 - appropriate money to the Department of Public Safety to fund the South Dakota Highway Patrol.
