House Commerce

There are 35 Legislative Days scheduled for the 2008 session. Standing Legislative Committees meet in regularly scheduled sessions during the morning hours of each Legislative Day. Some committees will hold special evening meetings. The House Commerce Committee is scheduled to meet Monday, Wednesday & Friday at 10am in room 464 of the Capitol.

HB 1003 - revise the style and form of certain provisions and to delete certain obsolete provisions regarding unemployment compensation.
HB 1004 - revise the style and form of certain provisions and to delete certain obsolete provisions regarding workers' compensation.
HB 1031 - revise the definition of injury for the purposes of workers' compensation cases.
HB 1032 - revise certain reimbursement and subrogation provisions regarding workers' compensation claims.
HB 1033 - provide that more weight be given to certain objective medical findings in workers' compensation claims.
7th Legislative Day

HB 1035 - revise the definition of an employer's actual knowledge of injury for the purposes of workers' compensation claims.
HB 1036 - require releases for certain workers' compensation medical records and to establish copying costs.
HB 1037 - revise certain provisions regarding medical claims for workers' compensation and to establish an administrative fine for delays regarding these medical claims.
HB 1072 - revise the intent of the appointments of panels for voluntary review of certain first level health care decisions.
HB 1112 - revise certain provisions related to the direction, supervision, and registration fees for veterinary technicians.
HB 1114 - revise certain provisions concerning the definition and operation of farm wineries.
HB 1118 - authorize the issuance of special off-sale package wine dealers licenses.

HB 1204 - allow cooperatives to engage in federal crop insurance business and to prohibit certain practices related to the insurance business.
HB 1200 - clarify the computation for premium tax payable for individual life insurance policies purchased by South Dakota residents.
HB 1212 - allow the marketing of group insurance for wireless telecommunications equipment under certain conditions.
HB 1194 - revise certain provisions regarding group life insurance policies.
HB 1213 - provide a uniform standard for processing of accident and health carrier policy rate and form filings.
HB 1137 - adopt the Model Registered Agents Act.

HB 1256 - require certain disclosures when selling labor law posters to employers.
HB 1190 - prohibit lodging establishments from automatically charging a fee for a safe.
HB 1284 - require certain employees acquiring real property to be certified, licensed, or registered by the Department of Revenue and Regulation as real estate appraisers.
HB 1270 - prohibit improper influence regarding real estate appraisals and to establish certain penalties.

HB 1265 - prohibit the sale, purchase, use, or possession of alcohol without liquid devices.
HB 1321 - revise certain provisions concerning alcoholic beverage licenses authorized for certain municipal facilities.
HB 1210 - prohibit recyclers, scrap metal dealers, or scrap yard operators from purchasing certain beer kegs.
HB 1177 - create the beverage container recycling and redemption program.
HB 1297 - provide a maximum finance charge for short-term consumer loans and title loans.
HB 1142 - authorize additional off-sale retail liquor licenses in certain municipalities.

HB 1309 - prohibit the issuance of certain alcoholic beverage licenses for establishments located near Bear Butte.
HB 1294 - authorize a class of full-service restaurant on-sale licenses to be issued by first class municipalities.
HB 1269 - allow a beer and wine combination license.
HB 1283 - revise on-sale alcoholic beverage license fees for certain municipalities and to declare an emergency.
HB 1284 - require certain employees acquiring real property to be certified, licensed, or registered by the Department of Revenue and Regulation as real estate appraisers.

HB 1290 - exempt certain entities from certain requirements for persons in the business of mortgage lending.
HB 1318 - provide options for those who elect continuation of health insurance.
HB 1189 - require a review of any proposal to establish a new board or add duties to an existing board.
HB 1308 - require the Board of Education to revise the alternative certification standards for career and technical education teachers.
HB 1136 - revise certain provisions regarding the registration of business names.

SB 30 - revise the minimum fire safety standards for specialty resorts.
SB 32 - establish a separate licensure category for vacation home establishments and to require vacation home establishments to meet minimum fire safety standards.
SB 103 - establish certain provisions regarding the use of replacement crash parts in the repair of certain motor vehicles.
SB 11 - revise certain provisions regarding corrosion protection for tank piping systems and aboveground tanks containing flammable or combustible liquids and used in retail motor fuel dispensing operations.
SB 16 - require continuing education of plumbing contractors, plumbers, apprentice plumbers, restricted plumbing contractors, and restricted plumbers.
SB 39 - revise certain provisions regarding the suspension, implementation, and refund of electric or natural gas rates.
SB 41 - revise certain provisions regarding the regulation of public storage warehouses.

SB 143 - revise certain provisions regarding collection and administration of the 911 emergency surcharge and operation of 911 services.
