House State Affairs 

There are 35 Legislative Days scheduled for the 2008 session. Standing Legislative Committees meet in regularly scheduled sessions during the morning hours of each Legislative Day. Some committees will hold special evening meetings. The House State Affairs Committee is scheduled to meet Monday, Wednesday and Friday at 10am in room 412 of the Capitol.

HB 1129 - establish the Commission on Equal Access to Our Courts and to make an appropriation therefor and to provide for the distribution of any residual funds from class action lawsuits to the commission or other nonprofit charitable organizations.
HB 1123 - establish a state renewable and recycled energy objective and to provide certain reporting requirements.
HB 1158 - exempt certain school districts from reorganization requirements.
HB 1166 - revise the distribution of revenues generated by Deadwood gaming.
HB 1119 - codify legislation enacted in 2007.

HB 1172 - revise the index factor in the state aid to education formula.
HB 1193 - require abortion facilities to offer sonograms to pregnant women under certain circumstances.
HB 1166 - revise the distribution of revenues generated by Deadwood gaming.
HB 1199 - establish a definition of a building for the purposes of regulating gambling in the City of Deadwood.
HB 1192 - appropriate money for international trade representation.
HB 1202 - make an appropriation to fund an expansion of Teach for America.
HB 1187 - require the Department of Revenue and Regulation to maintain an internet site that allows the public to search for certain property assessment and taxation information.

HB 1252 - revise certain procedures regarding real property assessment and taxation, to revise certain criteria for property to qualify for the nonagricultural acreage classification, to repeal the alternative assessment procedure for agricultural land based on agricultural income value, and to repeal certain provisions regarding the assessment of property.
HB 1005 - revise certain provisions concerning the assessment of real property, to assess agricultural land based on its agricultural income value, to create an implementation and oversight advisory task force, to repeal certain provisions regarding the assessment of property, and to repeal the nonagricultural acreage classification.

HJR 1003 - To propose a constitutional amendment to repeal certain reimbursement restrictions for travel by legislators to and from a legislative session.
HB 1231 - increase the one-time payments made to school districts with growing enrollments.
HB 1245 - revise the boundaries of the Central Plains, East Dakota, James River, and South Central water development districts, and to revise provisions related to the board of directors in the affected districts.
HB 1120 - revise the property tax levies for the general fund of a school district.
HB 1252 - revise certain procedures regarding real property assessment and taxation, to revise certain criteria for property to qualify for the nonagricultural acreage classification, to repeal the alternative assessment procedure for agricultural land based on agricultural income value, and to repeal certain provisions regarding the assessment of property.

HB 1231 - increase the one-time payments made to school districts with growing enrollments.
HJR 1004 - To propose a constitutional amendment to provide for a maximum of forty legislative days each year.
HB 1320 - provide tax incentives for certain wind energy facilities and energy transmission equipment.
HB 1319 - make an appropriation for the purpose of making revolving loans to public entities for energy saving projects.

HB 1280 - revise certain provisions regarding public records and public meetings.
HB 1233 - bring transparency to state spending by requiring the Bureau of Finance and Management to create a website making certain state government information available to the public.
HJR 1005 - Proposing and submitting to the voters at the next general election an amendment to Article XXI of the Constitution of the State of South Dakota, related to hunting, fishing, and trapping.
HJR 1002 - Proposing and submitting to the electors at the next general election an amendment to Article XIV of the Constitution of the State of South Dakota to clarify which educational institutions are under the control of the Board of Regents.
HB 1275 - make an appropriation for a portion of the costs related to the acquisition of easements adjacent to Bear Butte State Park and to declare an emergency.
HB 1124 - enhance education in South Dakota.

SB 5 - revise the requirement that the South Dakota Conservancy District pay interest on its bonds semiannually and to revise certain provisions regarding the district's authority to issue fixed or variable rate bonds.
