Senate state affairs  

There are 35 Legislative Days scheduled for the 2008 session. Standing Legislative Committees meet in regularly scheduled sessions during the morning hours of each Legislative Day. Some committees will hold special evening meetings. The Senate State Affairs Committee is scheduled to meet Monday, Wednesday and Friday at 7:45am in room 412 of the Capitol.

4th Legislative Day 01/11/2008 Complete Meeting SB 9 - provide for the disposal of state surplus property. SB 5 - revise the requirement that the South Dakota Conservancy District pay interest on its bonds semiannually and to revise certain provisions regarding the district's authority to issue fixed or variable rate bonds. SB 59 - revise certain provisions regarding the South Dakota opportunity scholarship program. SB 19 - revise certain provisions regarding the duties of the executive director of the South Dakota Science and Technology Authority. SB 54 - revise certain provisions regarding the duties and reporting requirements for the South Dakota Energy Infrastructure Authority. 5th Legislative Day 01/14/2008 Complete Meeting SB 61 - increase the tax on alcoholic beverages, to dedicate the revenue from such tax increase, to create the South Dakota Teen Court Commission, and to create the South Dakota Commission on Equal Access to Our Courts. 7th Legislative Day 01/16/2008 Complete Meeting SB 61 - increase the tax on alcoholic beverages, to dedicate the revenue from such tax increase, to create the South Dakota Teen Court Commission, and to create the South Dakota Commission on Equal Access to Our Courts. SB 53 - revise certain provisions related to capital punishment. SB 148 - provide for a tax incentive for fuel blended with biodiesel. 12th Legislative Day 01/25/2008 Complete Meeting SB 121 - revise the definition of trans-state transmission facility. SB 168 - provide for the development and financing of certain wind energy projects by school districts. SB 178 - provide for incentives for the development of certain power production facilities utilizing renewable resources. SB 196 - repeal a limitation on certain environmental rules. SB 118 - establish a wind energy incentive payment program and to make an appropriation therefor. SB 71 - establish a rural community-based energy development program. SB 91 - establish design and construction standards for newly constructed or renovated state buildings, public school facilities, and higher education facilities. SB 75 - establish a residential geothermal heat pump grant program and to make an appropriation therefor. 13th Legislative Day 01/28/2008 Complete Meeting SB 75 - establish a residential geothermal heat pump grant program and to make an appropriation therefor. SB 91 - establish design and construction standards for newly constructed or renovated state buildings, public school facilities, and higher education facilities. SB 121 - revise the definition of trans-state transmission facility. SB 190 - provide for regulatory oversight of oil pipelines and to create a task force. SB 188 - establish high performance building design and construction standards for newly constructed or renovated state-owned buildings. 15th Legislative Day 01/30/2008 Complete Meeting SB 143 - revise certain provisions regarding collection and administration of the 911 emergency surcharge and operation of 911 services. SB 189 - revise certain provisions regarding public records and the accessibility of public records. SB 186 - revise certain provisions regarding public records. SB 40 - establish certain requirements regarding the separation and protection of a gas and electric public utility's assets. 17th Legislative Day 02/04/2008 Complete Meeting SB 126 - allow municipalities and counties to issue additional on-sale alcoholic beverage licenses. SB 90 - provide for voluntary limitations on campaign spending for legislative office. SB 100 - revise the definition of certain public entities that are prohibited from making political campaign contributions. SB 4 - revise certain provisions concerning campaign finance reporting requirements and to establish certain penalties. SB 80 - restrict the release or use of social security numbers by the state and its political subdivisions unless certain security measures are taken. SB 135 - require that all statutorily mandated reports to the Legislature be provided in electronic form. 19th Legislative Day 02/06/2008 Complete Meeting SB 186 - revise certain provisions regarding public records. SB 189 - revise certain provisions regarding public records and the accessibility of public records. SB 100 - revise the definition of certain public entities that are prohibited from making political campaign contributions. SB 120 - require that certain bond sales be competitive. 21st Legislative Day 02/11/2008 Complete Meeting SCR 3 - requesting all state agencies and all local governments which subsidize new business development in the state to require certain benefitting businesses to pay a living wage and to provide adequate health benefits to its employees. SB 4 - revise certain provisions concerning campaign finance reporting requirements and to establish certain penalties. SB 196 - repeal a limitation on certain environmental rules. SB 165 - provide a preference for residents in competitive bids for certain public contracts. HB 1261 - regulate the right to carry a firearm on the campuses of public institutions of higher education. SJR 1 - Proposing a constitutional amendment to eliminate term limits for legislators. SB 106 - limit state expenditures. 23rd Legislative Day 02/13/2008 Complete Meeting SCR 9 - Urging the use of market-driven upstream carbon offset programs in the development of regional carbon trading systems. HB 1247 - prohibit certain contract restrictions on the sale of renewable motor fuels by retailers. HJR 1003 - To propose a constitutional amendment to repeal certain reimbursement restrictions for travel by legislators to and from a legislative session. HB 1250 - increase the salary for legislators. HB 1015 - provide for the transfer of the state's interests in the Mobridge National Guard Armory to the city of Mobridge. HB 1123 - establish a state renewable and recycled energy objective and to provide certain reporting requirements. SCR 3 - requesting all state agencies and all local governments which subsidize new business development in the state to require certain benefitting businesses to pay a living wage and to provide adequate health benefits to its employees. HB 1041 - provide a preference for the procurement of biobased products. 25th Legislative Day 02/15/2008 Complete Meeting HB 1142 - authorize additional off-sale retail liquor licenses in certain municipalities. HB 1294 - authorize a class of full-service restaurant on-sale licenses to be issued by first class municipalities. HB 1107 - revise certain provisions relating to the promulgation of rules to set various licensing and other fees for certain professions and occupations. HJR 1004 - To propose a constitutional amendment to provide for a maximum of forty legislative days each year. HB 1266 - require standards for the exercise of delegated legislative authority. 27th Legislative Day 02/20/2008 Complete Meeting HB 1266 - require standards for the exercise of delegated legislative authority. HB 1283 - revise on-sale alcoholic beverage license fees for certain municipalities and to declare an emergency. HB 1320 - provide tax incentives for certain wind energy facilities and energy transmission equipment. HB 1272 - revise the defined sources of renewable electricity and recycled energy. HB 1107 - revise certain provisions relating to the promulgation of rules to set various licensing and other fees for certain professions and occupations. HB 1233 - bring transparency to state spending by requiring the Bureau of Finance and Management to create a website making certain state government information available to the public. 29th Legislative Day 02/22/2008 Complete Meeting HB 1283 - revise on-sale alcoholic beverage license fees for certain municipalities and to declare an emergency.
