House Education

There are 40 Legislative Days scheduled for the 2009 session. Standing Legislative Committees meet in regularly scheduled sessions during the morning hours of each Legislative Day. Some committees will hold special evening meetings. The House Education Committee is scheduled to meet Monday, Wednesday and Friday at 7:45 am in room 413.

HB 1046 - revise the eligibility requirements for the Richard Hagen-Minerva Harvey memorial scholarship award.
HB 1045 - repeal the provisions for the South Dakota Academic Achievement Test Advisory Council.
HB 1044 - define a multidistrict, career and technical academy and to provide provisions for the establishment of such an academy.

HB 1105 - require public high school students to perform acts of volunteerism in order to receive a high school diploma.

HB 1067 - allow the voters of a school district to discontinue school board representation areas.

HB 1172 - suspend for two years the requirement that certain school districts with low enrollment reorganize.
HB 1182 - increase the required minimum school district size from a fall enrollment of one hundred to a fall enrollment of one hundred ninety-five.
HB 1171 - exempt any school district from the minimum size requirement if it operates the only remaining public high school located within the boundaries of any county.

HB 1206 - allow a school district to transfer funds from the capital outlay fund to the bond redemption fund for a period of one year following a reorganization.
HB 1154 - revise certain requirements for eligibility for opportunity scholarships.
HB 1182 - increase the required minimum school district size from a fall enrollment of one hundred to a fall enrollment of one hundred ninety-five.
HB 1223 - revise the high school course requirements for graduation from the distinguished high school program.
HB 1186 - reimburse and reward public school counselors who earn the credential of National Certified School Counselor.

HB 1178 - require the Department of Education to administer a pilot program for the purpose of increasing graduation rates among at-risk minority students, and to make an appropriation therefor.
HB 1180 - create a dual credit grant program for public high school students and to make an appropriation therefor.
HB 1282 - allow counties to assign the responsibility for the redemption of bonded indebtedness of a former school district to a new school district after a reorganization.
HB 1236 - require that transfers from a resident school district to another school district through the enrollment options program are complete prior to the last Friday in September.
HB 1235 - apply to any school district transporting students in the enrollment options program the requirement that a school district receive authority from any other school district before transporting students across the border of that district.

HB 1298 - require the Board of Regents to prepare a plan to close one of the postsecondary educational institutions under its control.
HB 1297 - restrict the use of minor adjustments to school district boundaries and to revise the application process for minor boundary changes.
HB 1181 - establish a veterinary education loan repayment program for veterinarians who fulfill certain requirements and to make an appropriation therefor.
HB 1250 - provide funding to certain school districts for students who enroll in the district's virtual school after the date on which fall enrollment is calculated.
HB 1279 - require each school district to develop a policy to prohibit bullying and harassment that meets certain requirements.

HB 1198 - allow school districts to charge students a fee to participate in interscholastic activities for which no academic credit is earned.
HB 1242 - rescind the repeal on funding for sparse school districts that will take effect on June 30, 2009, and to decrease the value of the small school adjustment in the state aid to education formula.
HB 1241 - clarify that certain special education placements are not suspensions or expulsions.

HB 1149 - allow a person or entity to offer postsecondary education credit in South Dakota while seeking accreditation from a recognized accrediting agency.

SB 91 - allow any school district, for a period of three years, to expend capital outlay funds for certain transportation costs, for the purchase of property and casualty insurance, and for energy costs, and the cost of utilities.
SB 101 - clarify the school residence of a child assigned to an approved out of district special education residential or tuition day program when the residence of the child's parent or guardian changes.
SB 88 - rescind the repeal on funding for sparse school districts that will take effect on June 30, 2009.
30th Legislative Day

SB 106 - revise certain provisions regarding the distribution of funds to sparse school districts, and to appropriate funds to distribute to sparse school districts.
SB 81 - authorize the use of interscholastic activity admission fees by certain endowment funds.
SB 174 - require a school district to which a former contracting school district is annexed to assign certain resident students to a school district in a bordering state, and to temporarily exempt certain school districts from the requirement to reorganize due to low enrollment.
SB 126 - revise certain provisions regarding school attendance.

SB 165 - provide for the authorization of certain private, nonprofit benevolent organizations to assist in funding certain school curricula, activities, and programs.
SB 190 - revise certain allocations for disabilities in the state aid for special education formula.
SB 185 - revise the graduation requirements for students entering ninth grade in 2010 and thereafter by eliminating the option of the basic high school program.
SB 132 - allow resident students that attend school out of state to be counted in the resident school district's average daily membership for the purpose of distributing school and public lands funds.
SB 140 - allow school districts to enter into contractual agreements to provide for the whole-grade sharing of students.
