Senate State Affairs  

There are 40 Legislative Days scheduled for the 2009 session. Standing Legislative Committees meet in regularly scheduled sessions during the morning hours of each Legislative Day. Some committees will hold special evening meetings. The Senate State Affairs Committee is scheduled to meet Monday, Wednesday and Friday at 10:00am in room 414 of the Capitol.

SENATE STATE AFFAIRS 1st Legislative Day 01/13/2009 Complete Meeting 4th Legislative Day 01/16/2009 Complete Meeting 6th Legislative Day 01/21/2009 Complete Meeting SB 58 - require notification regarding the construction of certain wind energy projects. SB 59 - revise certain provisions regarding the amount of the filing fee for the siting of energy facilities. SB 60 - authorize the Public Utilities Commission to implement and comply with certain federal energy acts. SB 68 - authorize the establishment, operation, and control of research parks on state land in Sioux Falls. SB 5 - revise the form and style of certain provisions and to delete certain obsolete provisions regarding the Department of Tourism and State Development. 9th Legislative Day 01/26/2009 Complete Meeting SB 3 - revise certain provisions concerning the assessment of agricultural land. SB 4 - provide for additional responsibilities to the Agricultural Land Assessment Implementation and Oversight Advisory Task Force. HB 1083 - authorize the South Dakota Commission on Gaming to assess costs of certain special meetings. 11th Legislative Day 01/28/2009 Complete Meeting SB 57 - allow the use of energy efficiency and conservation to count toward the state's renewable and recycled energy objective. SB 82 - provide for the right to possess a firearm on the campuses of public institutions of higher education. 13th Legislative Day 01/30/2009 Complete Meeting HB 1055 - authorize the Department of Game, Fish and Parks to sell certain real property located at the Cleghorn Fish Hatchery to the City of Rapid City. HB 1006 - create a Highway Finance Task Force to study long-term highway needs and to reform the method of financing highways in the state. 14th Legislative Day 02/02/2009 Complete Meeting HB 1006 - create a Highway Finance Task Force to study long-term highway needs and to reform the method of financing highways in the state. SB 93 - provide for the establishment of rural community-based energy development projects. SB 95 - authorize certain schools to own and operate wind energy conversion systems, to establish a grant program for such purposes, and to make an appropriation therefor. SB 124 - require persons claiming reimbursement for state travel to sign affidavits of performance of duties. SB 142 - place certain limitations on legislative travel, expenses, and reimbursement. SB 120 - encourage energy conservation and efficiency by establishing certain procedures regarding the reporting, sale, and marketing of renewable energy and recycled energy certificates. 16th Legislative Day 02/04/2009 Complete Meeting SCR 1 - Reappointing Mr. Marty Guindon of Pierre, South Dakota, to the office of auditor general. SJR 3 - Proposing and submitting to the electors at the next general election an amendment to Article III, section 6 of the Constitution of the State of South Dakota, relating to four-year legislative terms and term limits. SB 120 - encourage energy conservation and efficiency by establishing certain procedures regarding the reporting, sale, and marketing of renewable energy and recycled energy certificates. SJR 1 - To propose a constitutional amendment to authorize the Legislature on the advice of the Governor, to forestall certain threats from interstate gaming. 18th Legislative Day 02/09/2009 Complete Meeting SB 180 - revise certain provisions concerning statements submitted by organizations making contributions to ballot questions committees. SB 202 - require the Bureau of Administration to prepare a report regarding the energy efficiency of state agencies. HB 1034 - revise certain provisions relating to earnings subject to garnishment. 20th Legislative Day 02/11/2009 Complete Meeting SB 176 - allow slot machines to be substituted for video lottery machines in certain alcoholic beverage establishments. SB 168 - prohibit certain business entities from making political campaign contributions to state officeholders or candidates if the business entity does contractual business with certain state agencies. SJR 2 - Proposing and submitting to the electors at the next general election an amendment to Article VI of the Constitution of the State of South Dakota, relating to the utilization of English as the official language. SB 138 - revise the qualifications for the director and employees of the Division of Veterans Affairs and for county veterans' service officers. SCR 3 - Supporting a study of the potential creation of a Department of Veterans Affairs as a cabinet-level department. SB 21 - impose a fuel excise tax on ethyl alcohol and methyl alcohol used in motor vehicles on the public roads and highways, to repeal the fuel excise tax on ethanol blends and E85 and M85, and to revise certain provisions regarding the fuel excise tax. SB 116 - impose a tax on ethyl alcohol and methyl alcohol used in motor vehicles on the public highways and to revise certain provisions regarding the fuel excise tax. 22nd Legislative Day 02/13/2009 Complete Meeting SB 194 - increase revenues for state and local highways by increasing the fuel excise tax on certain ethanol blends. SB 143 - require a searchable internet website for the posting and access of certain public records and financial information. SB 144 - require certain contracts to be retained in the contract's original format or made available by a publicly accessible internet website or database. SB 171 - impose a fee on certain pipelines carrying crude oil and to create a crude oil pipeline compensation fund that may be used in the event of a crude oil spill. SB 175 - set a maximum limit on certain license and permit fees that may be established by the Game, Fish and Parks Commission. SB 182 - repeal the methodology that assesses agricultural land based on its agricultural income value, to dissolve the implementation and oversight advisory task force, and to revise certain provisions concerning the assessment of real property. SB 171 - impose a fee on certain pipelines carrying crude oil and to create a crude oil pipeline compensation fund that may be used in the event of a crude oil spill. 24th Legislative Day 02/18/2009 Complete Meeting SB 203 - make an appropriation for the purposes of funding the Birth to Three Program in the Department of Education and to require a review of the program. SB 166 - restrict the deactivation or relocation of certain National Guard units. SB 167 - provide for the creation of the National Guard Commission. SB 171 - impose a fee on certain pipelines carrying crude oil and to create a crude oil pipeline compensation fund that may be used in the event of a crude oil spill. SB 194 - increase revenues for state and local highways by increasing the fuel excise tax on certain ethanol blends. SB 197 - create a South Dakota Federal Stimulus Fund Commission. 26th Legislative Day 02/20/2009 Complete Meeting SB 41 - revise the definition of wind easements. SB 169 - revise certain provisions relating to wind easements. SB 184 - require the terms of certain easements or options to accommodate other easements for wind or essential services. SB 141 - establish certain requirements regarding the siting of certain wind turbine towers. SB 170 - authorize certain schools to own and operate wind energy conversion systems, to establish a grant program for such purposes, and to make an appropriation therefor. SB 100 - revise the method of sale of certain tobacco products. SB 147 - provide for public access to public records, to provide certain exemptions, and to provide for judicial remedies for noncompliance. 27th Legislative Day 02/23/2009 Complete Meeting HB 1181 - establish a veterinary education loan repayment program for veterinarians who fulfill certain requirements and to make an appropriation therefor. HB 1197 - allow single-family dwellings that are under construction or listed for sale by contractors to be classified as owner-occupied single-family dwellings for the purpose of taxation. 29th Legislative Day 02/25/2009 Complete Meeting HB 1112 - establish certain restrictions and requirements related to encumbrances on wind easements. HB 1177 - revise the definition of transmission facilities. HB 1184 - clarify provisions dealing with the initiative process. HB 1188 - require that five percent of the qualified electors in one-half of the counties sign initiative and referendum petitions. HB 1233 - revise certain provisions regarding the campaign finance reporting of the expenditures of certain organizations. HB 1118 - revise the type of slot machines that may be owned or leased by the City of Deadwood. 30th Legislative Day 03/02/2009 Complete Meeting HB 1009 - require certain tax refund claims for construction projects and certain documents and records in support of tax refund claims for construction projects to be filed within certain time periods. HB 1251 - impose an additional tax on the proceeds of Deadwood gaming. HB 1129 - ensure the integrity of pipelines to be used for the transportation of carbon dioxide for the purpose of enhanced oil recovery or geologic carbon sequestration. HB 1276 - revise certain provisions regarding the eligibility for refunds of sales and use tax and contractor's excise tax and to require that certain information related to such refunds be public information. 32nd Legislative Day 03/04/2009 Complete Meeting HB 1278 - revise certain provisions prohibiting political subdivisions from restricting firearms. HB 1260 - require that a request for proposals be issued for certain state contracts for professional services. HB 1301 - create the South Dakota Ellsworth Development Authority. 34th Legislative Day 03/06/2009 Complete Meeting HB 1276 - revise certain provisions regarding the eligibility for refunds of sales and use tax and contractor's excise tax and to require that certain information related to such refunds be public information.
