House Appropriations

There are 38 Legislative Days scheduled for the 2010 session. Standing Legislative Committees meet in regularly scheduled sessions during the morning hours of each Legislative Day. Some committees will hold special evening meetings. The House/Senate Appropriations Committee is scheduled to meet Monday through Friday at 8:00 am in room LCR1 and LCR2 of the Capitol.

HOUSE APPROPRIATIONS 1st Legislative Day 01/12/2010 Complete Meeting 5th Legislative Day 01/19/2010 Complete Meeting 12th Legislative Day 01/28/2010 Complete Meeting HB 1044 - make an appropriation to reimburse certain family physicians, physician assistants, and dentists who have complied with the requirements of the physician tuition reimbursement program, the midlevel tuition reimbursement program, and the dental tuition reimbursement program. HB 1048 - revise certain provisions relating to a previous appropriation for National Guard armory construction. HB 1010 - revise the requirements for the compilation and printing of the legislative manual referred to as the blue book. HB 1041 - revise the discount on the sales of cigarette tax stamps to distributors. HB 1060 - provide certain tax refunds for new or expanded wind energy facilities. HB 1056 - make an appropriation from the coordinated natural resources conservation fund to the State Conservation Commission and to declare an emergency. HB 1027 - authorize the Board of Regents to construct a visitor center on the grounds of McCrory Gardens on the campus of South Dakota State University, to accept donations for such purpose, to make an appropriation therefor, and to declare an emergency. HB 1052 - revise the definition of full-time equivalent to exclude students employed by public postsecondary institutions. 16th Legislative Day 02/04/2010 Complete Meeting HB 1122 - appropriate money for the Northern Crops Institute. HB 1050 - revise the per student allocation for the state aid to general education formula. HB 1051 - equate, within certain limits, the annual percentage increase in per student funding for general education and for special education to the projected change in state general fund revenue, and to require the Legislature to estimate general fund revenues for the current fiscal year and the next fiscal year. HB 1215 - appropriate funds for increased wages for employees of nursing facilities and to transfer funds from the health care trust fund. 20th Legislative Day 02/12/2010 Complete Meeting HB 1258 - authorize grants and loans from the revolving economic development and initiative fund to certain venture capital funds and to establish a certification process for capital venture funds and for businesses seeking financial assistance from these capital venture funds. HB 1163 - transfer funds from the tobacco prevention and reduction trust fund to the general fund. HB 1234 - increase certain state employee salaries. HB 1235 - increase funding for certain providers of medical services and to make an appropriation therefor. HB 1236 - appropriate money from the education enhancement trust fund for the purpose of providing increased funding for state aid to education. HB 1026 - authorize the Board of Regents to construct phase II of the Electrical Engineering and Computer Science Building on the campus of South Dakota State University, to accept donations for such purpose, to acquire land incidental thereto, and to make appropriations therefor. HB 1025 - authorize the Board of Regents to construct a motor pool building at South Dakota State University and to make an appropriation therefor. 22nd Legislative Day 02/17/2010 Complete Meeting HJR 1004 - Proposing and submitting to the electors at the next general election amendments to Article XIII of the Constitution, relating to the trust fund created from the proceeds of the state cement enterprise sales. HB 1243 - establish certain requirements regarding the placement of driver licensing sites. HB 1083 - make an appropriation for costs related to the South Dakota Science and Technology Authority. HJR 1005 - Proposing and submitting to the electors at the next general election amendments to Article XII, sections 5 and 6 of the Constitution of the State of South Dakota relating to the health care trust fund and the education enhancement trust fund. HJR 1003 - Proposing and submitting to the electors at the next general election an amendment to Article XII of the Constitution of the State of South Dakota, relating to the limitation of expenditures for the State of South Dakota. 24th Legislative Day 02/19/2010 Complete Meeting HB 1261 - provide for the adjustment of appropriated moneys to projected available revenues. HB 1225 - provide for a process to limit state government spending. HB 1258 - authorize grants and loans from the revolving economic development and initiative fund to certain venture capital funds and to establish a certification process for capital venture funds and for businesses seeking financial assistance from these capital venture funds. 25th Legislative Day 02/22/2010 Complete Meeting HB 1240 - create the South Dakota need-based grant fund, to provide for the awarding of certain need-based grants, and to repeal provisions relating to tuition equalization grants. HB 1255 - lower the state sales and use tax on certain food items and to increase the rate of taxation for the sales and use tax on certain goods and services. SB 48 - make an appropriation for the payment of extraordinary litigation expenses and to declare an emergency. SB 22 - revise the per student allocation in the state aid to general education formula, and to revise certain allocations for disabilities in the state aid to special education formula. SB 26 - make an additional appropriation to the Board of Regents to construct an addition to the Northern State University Joseph H. Barnett Center. SB 46 - make an appropriation for costs related to suppression of wildfires in the state and to declare an emergency. 27th Legislative Day 02/24/2010 Complete Meeting SB 22 - revise the per student allocation in the state aid to general education formula, and to revise certain allocations for disabilities in the state aid to special education formula. SB 27 - authorize the South Dakota Building Authority and the Department of Human Services to provide for the design, construction, and equipping of a dietary services building addition at the Human Services Center. SB 64 - make appropriations from the water and environment fund, the water pollution control revolving fund subfund, and the drinking water revolving fund subfund for various water and environmental purposes, to authorize the construction and establish the state cost share for the Southern Black Hills Water System, and to declare an emergency. 31st Legislative Day 03/03/2010 Complete Meeting SB 53 - make an appropriation for the construction and renovation of a combined minimum security and parole facility in Rapid City and to declare an emergency.
