Florida Education Referendum

NPR's Phillip Davis reports on the big question over the ballot measure passed by Florida voters last month to reduce the size of classes in the public schools: Who's going to pay for it? Gov. Jeb Bush says shrinking classes could cost $27 billion -- money the state doesn't have.
