A gravel road near Florence in northeast South Dakota. Townships across the state must maintain roads like this, often with limited funds and resources.

A major portion of South Dakota's roads exist outside cities and beyond the purview of the state Department of Transportation.

Thousands of people rely on township roads every day. But townships have to maintain these under budgets only a sliver of what city and state departments operate with.

This can be particularly challenging when dealing with a severe winter like the one we just faced.

Dustin Leiseth is the president of the South Dakota Association of Towns and Townships. He joined In the Moment to discuss the challenges they face.
