Iraqi Council to Set Up War Crimes Tribunal

Paul Bremer, the chief U.S. administrator in Iraq, says that U.S. and British troops will not stay in the country any longer than necessary, but that first Iraqis must write a new constitution. Meanwhile, Iraq's new governing council agrees to set up a war crimes tribunal to try former members of Saddam Hussein's regime. Hear NPR's Kate Seelye.
