He's from Miller South Dakota and graduated first in his class from the University of Minnesota Law School and had his first jury trial in Fort Pierre. In 2007, Neil Fulton became Gov. Rounds' chief of staff.  A few years later he was chosen by the Eighth Circuit Court of Appeals as federal public defender for North and South Dakota.
