USD Law School Dean Shares Background On Rhines Case

Neil Fulton was a federal public defender when his office represented Charles Rhines who, in 1993, was convicted of fatally stabbing Donnivan Schaeffer during a robbery in Rapid City.

Fulton is now the dean of the University of South Dakota School of Law.
