The future of a men's state prison in South Dakota is coming into focus. A task force is recommending a new 1,500-bed facility on the north side of Sioux Falls with a price cap of $650 million.

Governor Larry Rhoden has called a special legislative session for Sept. 23 with the goal of passing legislation to give the Department of Corrections a path forward.

Also, the state appropriations committee met Wednesday. On the original agenda, but later struck, a conversation about zero-base budgeting.

Former legislators Jean Hunhoff and Linda Duba join to explain the complexities of state government finances.
