The House Judiciary Committee overturned an amendment to Senate Bill 4 on Friday before hearing testimony. The bill again allows judges to consider sending juvenile offenders to the Department of Corrections for a third strike, even for non-violent crimes. An amendment in the Senate changed that number to a second strike.
