The state budget is taking shape. Lawmakers are weighing priorities and projects to fund in the later half of the current fiscal year.

A proposal to limit so-called “obscene live performances” on public university campuses is advancing to the Senate floor. Though some are concerned the bill could chill free speech on campuses – particularly in reference to drag performances – proponents say there are no specific targets for this proposal.

A bill to establish fees for convicted predators’ digital evidence examinations has advanced to the House floor. The bill is framed to better fund the state’s Internet Crimes Against Children task force.

Governor Kristi Noem signs a bill giving the Public Utilities Commission regulatory oversight of hydrogen pipelines. House Bill 1034 provides legal authority over the pipelines similar to the PUC’s authority over carbon dioxide pipelines.
