Gov. Larry Rhoden is laying out a tight spending plan for South Dakota’s upcoming fiscal year. In his annual budget address, he stressed fiscal conservatism in a time of flat revenue.
His address included zero additional funds for three major groups: K-12 education, state employees and Medicaid health care providers.
