Partridge Amendment Debate Heads To Conference Committee

Lawmakers from chambers will come together next week to hash out differences between bills that seek to clarify the Partridge Amendment.

That amendment is a tax reduction clause that was placed on the blue ribbon task force bills in 2016, which raised sales tax by a half a percent.

Governor Kristi Noem is continuing to ask lawmakers to wait on a decision.

“If we do that too early, and we make that decision based on something that never comes to thruition, then we could be making a mistake that leaves us a hole that we’ll be back here cutting different budget items that may be very important to providing care for the elderly, education, law enforcement, those types of issues. The responsible approach to this is to wait. I know the legislature is still having that debate and we’ll continue to weigh in with them.”

Noem says she wants to follow through on the intention of the 2016 legislature that placed the tax reduction clause in place.

At issue between the two legislative chambers is when a reduction in sales tax should take place and how.
