Senate committee kills 2 medical cannabis bills, advances 2 others

Senate Health and Human Service committee members acted on several medical marijuana-related bills on Feb. 22, 2023.

The Senate Health and Human Services committee acted on four medical cannabis-related bills Wednesday.

The committee passed House Bill 1132, offering additional provisions to the medical marijuana oversight committee.

It also advanced HB 1150, waiving fees for certain medical marijuana card applicants.

The two bills now move to the Senate floor for further debate.

However, the committee killed a bill requiring doctors to certify they have assessed the patient’s medical history before giving them a card.

Sen. Erin Tobin said HB 1129 lacks support from state health organizations.

“I appreciate the notification of the board, I think that is a discussion we could have with the department of health, I don’t see them here. I have been in discussion with them as well. Whether they are neutral or opposed or whatever they are, we need them at the table to discuss through that,” said Tobin.

The committee also killed a bill tightening rules on which facilities can provide medical cannabis cards.

Rep. Fred Deutsch brought HB 1172 forward. He said the bill aimed to address pop-up medical cannabis clinics.

"The concern is, is this where we want our loved ones to go for their doctor visits? Now this has nothing to do with getting the cannabis, correct? This is all about where you go to get the examination." said Deutsch.

Both HB 1129 and HB 1172 were killed by the committee in a four to one vote.
