Gov. Kristi Noem has filled a vacant legislative seat, though her appointment leaves a new opening in another district.

The governor tabbed Becky Drury to represent Rapid City’s District 34 in the state House of Representatives.

Drury was serving as a representative for District 32. She resigned that seat for the new appointment. She replaces Jess Olson, who resigned late last year due to health reasons.

Noem said she picked Drury because she recently moved to District 34.

“I’m thankful to Gov. Noem for appointing me to fill the vacancy in the House of Representatives in District 34,” Noem said. “It is my honor to continue serving Rapid City. Much like my service on the City Council, where my goal was for the betterment of all of Rapid City, this move will carry on my goal to serve Rapid City and our great state.”

The change still leaves two Rapid City-area legislative seats open. District 35's Senate seat has been vacant since Jessica Castleberry resigned last year after she was accused of improperly receiving federal pandemic assistance for her child care business.

Legislative leaders and lawmakers have urged Noem to fill these seats. Noem has been hesitant, saying she wants clarification from the state Supreme Court about a constitutional provision related to lawmaker contracts with the state.

The court heard oral arguments last week on the provision, but has not yet issued its opinion.

The governor’s office said Noem continues to consider candidates for District 32 and anyone interested can submit resumes by Jan. 23.
