Journalists at ProPublica are investigating how Secretary Kristi Noem uses public money.
They say there's a pattern to how Noem funded an advertising campaign in South Dakota and her most recent ad campaign as the head of the Department of Homeland Security.
Both campaigns feature Noem. Both campaigns used the same agency that helped her win reelection as South Dakota governor. And both deals have raised questions about ethics and collusion in spending taxpayer dollars.
