According to School Administrators of South Dakota (SASD), South Dakota ranks highest in the nation for having all available parents of kids under 6-years old in the labor force -- 76% among a national average of 65 percent.

In response, state administrators instituted the voluntary "Levels of Excellence" tool to assess and improve early childhood education programs.
